I would not say the government is harder. Both latinos and blacks are protected classes under federal law. They get more help from the government then whites. I thin what you are refering too is the cultural discrimination that we are seeing in the private sector.

I think what you mean is “why is law enforcement harder on latinos and blacks?” The problem is that a majority of crimes committed happen to be by latinos and blacks. This creates a “weariness” that people who look a certain way are going to be criminals because a bunch of people who “are” criminals happen to look that way. If you are latino or black, the best thing for you to do is continue to be a productive member of society to help break this perception.
