To be wise you need to have what you say, "to understand and articulate facts."
So what makes a person wise ... knowing a direction to take in a scenario because they do know the challenges and facts of the circumstance.

Wisdom isn’t always so black and white. It certainly involves knowledge, but all the knowledge in the world won’t get you anywhere. Wisdom comes from using the knowledge you have, processing and making sense of it. Wisdom, in my opinion, is an abstract concept, it cannot truly be captured in its entirity. Wisdom is gained through experience, learning from mistakes, and knowing what to do in different situations. Wisdom isn’t “textbook” knowledge, it is have real life, applicable knowledge.

Wisdom isn’t about the knowledge concerning the issue at hand but instead, about placing those facts in proper perspective. You wouldn’t necessarily say that a person is wise for knowing the answers to a calculus exam. Instead, you would think the person wise for being able to place the exam or exams in particular context – how it may be good for them and the people that are involved or even how it is only one exam among many.
