Why not store Wind Energy / Thermal Energy in Hydrogen Fuel Cells for later use?

When wind is generating more electricity than needed, use excess electricity to convert water into hydrogen. ( i.e. Create and store hydrogen when wind generates more electricity than currently needed. )

 When no wind, then convert hydrogen into electricity and water.  Store water for later conversion back into hydrogen when wind again begins generating more electricity than needed. 

 Does anyone in Germany, Spain, Kansas or elsewhere have any plans to do this? 

  For new home construction, run water pipes below foundation under frost line to use in heat pump all year round.
