Does anyone have the right to tell you HOW to be creative? If so, who?

Is creativity something that is learned through classes or clinics, and instructed by someone else? Who really decides what creativity means, as it is a very vauge term. Or is it something that comes from within, that is posessed ones entire life? Are there 'guidelines' so to speak on being creative? Who gets the right to decide where ones imagination runs free?
