I would argue that it would. While many may argue that other countries have great success with universal health care, I feel that the difference is the American culture to resist personal accountability. Taking obesity as an example, it is easy to see how we have placed blame elsewhere ("McDonald's didn't TELL ME that the super sized fry was unhealthy") rather than holding ourselves accountable for what we consume. You see this as well in the education system ("I am failing because my teacher is dumb"). You do not see this in other countries because the culture is focused on taking responsibility for your actions. I think that is the primary reason that universal health care would fail in America.
