Group all the decisions people have ever or will ever encounter. Amongst these there is a subgroup of that are right and wrong independent of religious belief. Following the right ones and avoiding the wrong ones can be the purpose of one's life.

Who decides what is right and what is wrong?

Judgement of what is wrong or right is a human quality dependent on the individual and time. Why limit oneself to believing that what is wrong or right now will be so later. So to answer your question, whoever (plural) has the power to do so at the time of decision. The constraint in the idea is that it is independent of religious belief.

I ask myself all the time: is this right or is this wrong? I usually get an answer, it comes from within me. When I don’t receive an answer (from myself), I simple live some more, and ask again at later time. I know what is right or wrong for me. That’s not the hard part. The hard part is in doing the right thing. Imagine being able to love 6 billion people. Imagine being able to love every animal. Imagine being able to love every living thing. If you could conceive that, you would never be wrong. I am not religious, I am spiritual.
