How can a state like Nevada still have such a strict policy on marijuana?

Nevada's border state of California has a much more liberal policy when it comes to marijuana, and I know that Nevada receives a significant ammount of money from our small country. Why, Nevada? Were good friends...just open your borders and let us run things for a while.
