The market does not know how to value toxic assets? Hmm. Then it is not a market, it is a failed system. A true "market" is always valuing assets, and is properly valuing toxic assets: At near zero (or even as "negative assets"). How about the idea of NOT subsidizing the entities which deliberately invested in toxic assets, and simply permitting new banks to form and flourish, quickly replacing the failures?
