If the state now is moving much more from reacting to violence to a proactive, preemptive, preventive mode, it should be discouraged. Legislation should deal with facts not predictions. That being said, I do believe some jurisprudential precedents may be found in the courts attempts to deal with threats and conspiracies. One hears of the occasional murder prevented by a police sting deflecting attempts to hire hit men. Security, in the long run, is an illusion(life is fatal), so consider carefully what you are willing to pay for it.
