Muslims in Europe: guests or citizens?

Europe has a large and growing Muslim population. In France, they number as much as 10% of the population. With this rising profile, have come questions about Muslims' ability and desire to assimilate, national sympathies, split identities, home-grown extremists, and about their political power and civil rights. What is the way forward?
