Anarcho-capitalism is an impossibility because it requires a state to coercively protect property rights. And as an anticipated counter-argument, this protection of property must be coercive because it is the only way to keep a starving person from stealing your food.

Actually, nuclear reactors produce a lot less waste than most people think. Also, there are expansive safety measures that ensure that something like Chernobyl could never happen again. They were doing experiments and were not running their plant to code. They were essentially trying to see if they could run the turbines on kinetic energy. The safety precautions during this experiment amounted to a guy with his finger on an emergency stop button. Unfortunately, his reaction time was not good enough.Another common misconception is that a nuclear reactor can produce a nuclear explosion. It can produce an explosion that emits radiation, but this is really more of a "dirty bomb" then an atomic bomb.

I'd say fairly soon considering the other world powers rising up to take the place of the United States. Another reason would be the rapidly growing dissent in their own country and around the world with the current balance of power.
