The fundamental role of a government is to provide a basic minimal moral standard that everyone has to live by. This is neccessary to maintain a healthy society. If humans were capable of maintaining such a standard by themselves then government would be superfluous. A Government should have other uses to allow a nation to be as productive as possible but the government needs to intervene on moral issues or society will decay.

No. The role of a government is not to "provide a basic minimal moral standard." If that were the role of government, it would certainly include punishment for actions like lying and adultery. The role of a government is to protect life and property.
