I believe Saddam tried to create terror through bluffing, his actions indicated he had wmd or was in the process of obtaining them and was just trying to see how much he could get away with before committing more effort into it. Fortunately, his bluff was called.

This is an absurd argument, the true question is there any accountability in the intel departments for making mistakes? Bluffing is fine in diplomacy, but if you're going to call the bluff you better be right.

It seems that the information linking Saddam to 9/11 and any sort of immediate threat was taken out of context or not scrutinized properly before it got to policy guys like this. That's called cherry picking. this war was manufactured.
