There is an ironic twist to laws protecting privacy: it's the barriers to accessing information by lawyers and physicians and families seeking to help the person. As a lawyer, I have witnessed situations where public authorities refuse to provide information on the stated basis that consent forms are not signed. While there is ostensibly a legitimate purpose to protecting the information, public authorities seem disinclined to weigh appropriate considerations when facing a request for access to information.
