In the US, we have city and county election boards (could vary from state to state), plus the secretary of state (on state level)has some oversight. There have been some issues with partisan secretaries of states and questionable results.
In the state I live in, Missouri, the current governor (Matt Blunt) was the previous secretary of state – any newspaper notices of elections, including the race for governor, had Blunt’s photograph.
