Cigarettes not only have higher-taxes than alcohol but they also have had the benefit of a huge anti-smoking marketing campaign that probably attributes for a good chunk of the usage drop. I don't agree that taxes are the answer. Awareness of the abuses and a push behind using restraint and good-judgement are the keys.
