An attempt has been made to make much out of the gender issue here but I do not think that you can read much meaning into this trend .The majority of the people do not have the basic sanitary amenities because of economic reasons.Most of the cities and towns now teem with large sections of rural migrants who flock there for work.The problem here is much more deep rooted.Agriculture which has been the traditional employment provider has now become more or less unviable ,plagued by a host of structural issues like decrease in cultivable land ,feudalistic strangle-hood over land holding,successive droughts on account of failure of the monsoons, forced integration of agriculture sector into the market economy etc. The migrants live in improvised shanties along the railway track or on the periphery of the town and the proliferation of the such slums with no drainage and water facilities precludes any possibility of the State providing any basic sanitary facilities. A non-governmental organization called the sulabh sauchalaya has no doubt done much pioneering work in the provision of the pay-and-use facilities across the country but a lot more needs to be done.

An interesting thought comes to us when we watch the glitzy Bollywood films or the T.V.soap operas that unfold in every middle class household every night .Around 40% of Indians live in abject poverty and it is just 10% who can afford a two-bedroom flat and a college education for children in a decent school. May be ,just 5% can afford a servant and travel in a car .Anybody who watches our films and soaps has inevitably to come to a conclusion that our countrymen are a prosperous lot who can afford huge mansions for living and large sleek cars besides so many other comforts available to an extremely rich citizen .Apparently art concerns itself with the reality as it should be ,not as it is .Of course ,if we call that by the name art! So if there is no beauty around us we often create it , covering the ugly reality under a sort of polyester film of imagined beauty

Making fun of the politicians does not serve the intended purpose if one speaks merely to prove one's point or tries to show up the poor creature as worthy of derision. Instead if the joke brings to focus the underlying absurdity of the specific words and actions of the politician and on the face of it it is worthy of rejection it will serve the purpose .The politician may himself become conscious of the absurdity and abandon the action or take back the words which are patently absurd. The Obama peace prize is a case in point. Although Obama himself is not to blame  the Prize Committee's decision is universally ridiculed and has become the subject of jokes .Who knows as a result of the public ridicule the decision may eventually be reversed ! Obama himself has reportedly gone on record to say he has been surprised by his nomination.

Other than the facetious logic that Obama gets the prize for not being Bush there is nothing else which justifies the award .We have often joked in our organization that some individuals  get their promotions not on the basis of their performance but on the basis of their potential ! Obama has shown potential and may be, the Peace Prize Committee has gone by his potential while determining his suitability for the prize.
