In addition to what was said above. Karma can also be looked at in a collective sense. Not only children but whole groups of individuals can suffer the effects of karma. Compassion and awareness can counter this. Sometimes just a simple realization can help counter these negative effects, such as a realization that one sometimes acts out of cultural conditioning or public disinformation.
