Why does Atheism require designation/recognition?

Atheism, as a "non-belief" has set itself up to be seen as similar to "religion," an irreligion, if you will. This seems an oxymoron to me.

True atheistic belief need only be an individual choice and not promoted. I believe this true of religion, also. Belief is best sought out, not manipulated into.
