Education, the base for independence as a person.
Minimum Health for everybody. Like nets for malaria, medicine for aids plus food (I heard that without food the medicine can kill you).
Developing the resources indigenous to the the country. One of the worst ideas is to try to make Africa an Agriculture area. They have grass which animals consume, and the animals are consume by the people. Agriculture appears no to be working and is wasting resources.
Huge penalties for corruption.
Investigate which African President has money in Swiss banks and let his people know about this. Africa has resources to move forward, but if the powers in place are going to move the profits out of the country no external help is really going to help.
Bring the secret accounts to the open.

I would free my fellow country men and woman from the fiscal chains of debt. This one goal could be achieved with the $100 billion. This mass liberation could go great lengths to freeing our nation of poverty. The simple reality is that the people on the lowest rung of the fiscal ladder vote in much smaller numbers then those who are better off. This could be attributed to a lack of education and the growing hopelessness of their situation. This of course keeps the political power base in the pockets of big business. Any nation who hopes to effect great change MUST include all segments of its own population. This new found freedom could invigorate that lower half of society and through their new found voice effect permanent and lasting legal change for the betterment of all with in our borders.

I'd buy every Hummer on the market, sell them as scrap metal, and give that money to universities for educational scholarships. The scholarships would fund international students from countries that stereotypically do not like the United States, like Iraq and Iran. I think this would help our cultures find a permanent peace. It is harder to hate someone you know on a personal basis.

That or I'd hire thousands of lobbyists so that I could lobby against lobbyists.

Giving it to build schools around the world or buy food is just a temporary help, and won't solve problems at all.

One concentrated program properly solved would do best. The area of genetics seems to be the most necessary problem. People around the world ne to be able to provide for them selves with food. Therefore we need plants which are capable to grow at the most unfriendly places.
