I don’t think they have diverged at all. Values remain very much a part of policy, which is one of the dividing factors between Republicans and Democrats. Republicans value family and security. Those are apparent in Republican policy. Democrats seem to value tolerance, equality and diplomacy, which are present in democratic policy.

It’s when these two sides come together and try to meet in the middle that the values present in the inital legislation become convoluted and almost disappear altogether.
