In 230 BC the king of Qin began to unite 7 warring kingdoms into one empire.  That empire was the Chinese Empire.  1.2 million people had lost their lives within the next decade for this conquest of China.  After this he had further elaborated on to the Great Wall to keep more invaders from the north out of his empire.  Had Qin Shi Wang not done this who knows how many more lives would have been lost and how fearful the people of China had to be of their rivals and barbarians for the next thousands of years.

Is it right to take one step back to travel three or more steps forward the next step you take?  Or does it depend on the situation?
