This sort of thing happens all the time and can get really out of control as well.
I know of plenty of examples where one person has a grudge against another and so there is a lot of petty property destruction, cars get keyed, "anonymous" abusive phone calls and legally, nothing much gets done because the burden of proof in a criminal court requires more than just "I know that person did it".
Aboriginal culture has a "payback" system, which can get really petty and destructive really quickly. The worst examples are grudges that go back generations where a person from one family did a wrong to the great great aunt of another family and so that justifies sever acts of physical violence and intimidation against the transgressors family and descendants.
Bad things happen, sometimes karma sorts out the ones that the legal system can't and really, at some point, people have to let it go and get on with their lives.
