Labeling a reaction as 'badly' when associating it with 'ok' creates an oxymoronic context. Acting or reacting 'badly' can not be okay, it's badly. http://dictionary.reference.com/browse/badly there really isn't an appropriate definition for 'badly' that supports it to be 'ok' for any reason.
The base question here is, "Is it OK to act or react badly for any reason"? Cutting straight to the answer: No, yet it is a choice humans have.
In truth, if one chooses to react badly they primarily do so without full understanding of all aspects and perspectives of a situation nor the ramifications for their self or others involved.
